How to write closer-to-ending plot points?

I've been plotting out my comic story for almost a year, and ive almost finished my very rough, basic chain of events- im still deciding an ending, but I can't decide what to happen next. I have multiple main characters with arcs, a lot of become worse people than they started as but Im having trouble moving forward- i might just be scared to make them change views and values lol but I want to further the story a bit more before I end it and I've written a lot of plot points I want but im having trouble wrapping them up or figuring out what I want to happen next. Im only on page 10 or so so im not too concerned about hurrying to get the story wrapped but I want to have a full rough draft of the chain of events before I decide on an ending.
I still have some stuff I want to add to the story and I want to happen and have some scenes I still want to happen in my head but its hard for me to fit them in and keep up with all of the other characters when they arent too relevant anymore, but they also dont have fully circled arcs for me to move on from.
So any tips/advice on creating the 3/4th part of a story & ending (4/4) of a story with multiple characters all with different arcs that are all supposed to connect at the end?

I don't think there's enough here for me to intelligently solve your plot issues directly, other than some general advice.

You're not yet in comic production, right? My first advice is to reduce the number of main characters you have, and see where else you can concentrate your story.

Then, if you have a desired ending, you can plot from where you are to where you want to go for each character. What single event would it take for Character A to get to their end state? Once you've found out what it would take for each character, think of a way to get those events to happen simultaneously, especially if you can get it into the same place and time. That's your climax, and then it's just logistics getting there and some bardic instincts to tell it in the most interesting way.

I have a similar problem at first.

All I have is a rough outline of where the plot is going. But as things get fleshed out (dialog, action, setting details added), things start falling into place and the actual ending turns out different from what I originally planned.

At first you should know, what the goal and purpose of your main character is. Focus first on him and let the other characters evolve (or devolve XD) around him.
is there a bigger conflict? What's their goal and what is the goal of the antagonist?
If you have that, you can build the wishes and goals of the other characters around them to make the story interesting. And then it goes by itself ^^
