Depending on how long it took your sister to make the plush, it's probably NOT a scam and underpriced for labor. It takes a while to cut, assemble and sew. Furry fabric can be bit tricky to work with too.
For example, this shark in parka from "Ducktales" took hours to make.

She started making either today or yesterday my guess is that it took somewhere between 5-2 hours. Yeah she did mention the fluffy fabric was kinda annoying to work with.

Here’s a cat amigurumi I made of Heizou (from Genshin Impact) a while ago:I don’t have any of my own characters yet even though I have to make at least one because of a bet I lost (I bet that I would lose at a comic contest last year, now I have to make an amigurumi of the main character from the comic I submitted) but still haven’t come to it. Also yes it does look scrappy already, that’ll be because my siblings tortured it.
The dolls we got look scrappy now too, my siblings are not kind to toys

Been doing a series of Spirited Away plushies for a friend. I still have to make Chihiro, but I already have a pretty decent No Face:You can actually store candy in its mouth but it gets full pretty soon.And of course, Haku:I had to curl him up for the photo because yes, he’s actually that long. You have no idea how much suffering went into making him. That friend better enjoy these, or else I’m keeping them for myself
