You can still do way more storytelling with it. If this is anything other than a storm-trooper level npc then it's really not great.
It's drawn fine but as others have said: there's no depth. This character has no background. His armor is brand spanking new, perfectly fits him fine, spotless of any hard-to-clean specs of blood or tears from the battlefield. His belt is anachronistic and doesn't even work, a basic modern one from H&M with holes but no buckle spur that would make those holes useful...
There's "having a simple design for convenience" and there's "simplifying a design until it no longer has any identity". The goal of simplifying a design is so that every detail can be thought about and counts for the storytelling, you've simplified some parts down so much that it's at AI-level where there's inconsistencies in visual chronology AND garment function. You say you like this type of dress but no love or care has been put into the details.
Also, as a side note: as someone who has both simplified and extremely maximalist designs of characters, sure, the more complex ones take longer... For a while. Once you've drawn them 100 times (which you will in a comic), it's second nature. I'm doing a lot of panels with my very very detailed character right now and I'm drawing her about as fast as the much simpler character I've never drawn before. Comics take time. If you're workshy then comics aren't for you.
