I have pretty much the same construct as yours including most of the general themes and such, the only difference is that instead of using unspecified firearms I'm using magic-based technologies so my general themes are more specific ānatural gift versus science and skillā and ābrute force versus tacticsā rather than regular āmagic versus technologyā. The problem is that all these things are just basic world logic and you can tell pretty much any kind of story in that setting so everything depends on what kind of story you want to tell and most importantly, the execution of it.
So far you haven't proposed anything substantial enough that can be used to work from so if you have no experience in both writing and drawing, ask yourself a simple honest question - are you really sure you want to do this? Even if you aren't aiming for a comic, writing a coherent story with solid logic in that genre will require a lot of work and collaboration will make things easier in some areas but more complicated in others so don't expect collaborative fiction to be easy.
If you still think you can do it then don't wait for a miracle to happen ā come up with a few key plot points you want to implement, start making a rough outline and invite people to help you, this will be the best way to show that you have at least some amount of required skill and dedication and won't just fade away the moment your project will stop being fun and start being a second job and I gotta tell you, it will stop being fun very fast.
