I have personal reasons to keep certain users as far away from me as possible, including a confirmed stalker, is there a way to block people?
Yes I believe go into settings and you'll see a box that says Users muted it should be under threads muted but if its on the main site then I am not too sure

Go to the profile hit the misc. bar, click block.
Ah thank you for saying that I was trying to figure out where the block button was because I have forgotten
You can also do so if you really want to block them faster and block them through your own comments section

How do you do it if you can’t get to the wall screen and it’s just the forum profile?
if it's someone on the forum you gotta message a mod directly. Mute is not the same as a block and this forum doesn't have a block tool, as far as I know?
