I noticed some profiles have a little sticker on there profile... It says community creator. An they are new people I haven't seen before? How do you get one or what is it about?

It was from Tapas Discord when they had a community event years back (I still have one on my Discord avi frm years ago) At the time, there was a link in announcements back then to download the templates.

If its new people wearing it, maybe they had a recent event? I visited their Announcements channel on discord but no luck seeing any mentions of an event where people may be directed to download it. I can't remember saving the layers will let you know if I did n send a png

I'd never seen this before, but stiatent's post sent me down a rabbit hole.
I was able to find the template here. It's still available for download on the resource page. So that must be where people are pulling it from.
