Never let the hosting site resize your work to fit. If you make it larger than publication, the easiest thing to do is make it a multiple of the size. So 800, draw it in 2400. Then you, in your program of choice, resize the canvas to the size needed. This way you have control of the process, not them. Only thing i would allow sites to do is cut up you page into parts, maybe. Clip already has this feature so I would still cut them up myself. Remember, these sites aren't using art programs to adjust your work, so data can be lost. Used your program that's made to do it.
