Another approach too could be finding an artist here who has a style that you are looking to convey, and work out a contract with them.
There are many factors that go into production as well.
Would you need the artist to design ads to bring viewers?
How much creative input would the artist have in terms of camera angles, lighting, juxtaposition, effects, etc.?
If a page a day is requested, you may have to sacrifice quality a bit as well, since most mangakas have a team of at least 5 people.
- Mangaka initially does the storyboarding and light sketching with minor to major details (usually facial expressions and distinct clothing)
- Background artists for landscapes
- Background artists for architecture
- Line artist to clean up sketches
- Tone artist for shading, shadows, depth perception etc.
