If you have a tight budget and you're confident enough about your character drawing, maybe just look for a background artist (and whatever position you're not confident in) instead of one do-it-all artist. And since not all panels would need backgrounds, you can rate it per panel and fit your budget better.
Also, is the title you're thinking of adapting one of the titles you've linked? Someone might be interested enough to do it if they really like your writing, so it might be a good idea to be open about it. If it's still in your head, write the blurb here. Yes, no one wants to draw for free, but I'm sure you can work out an agreement better if they're interested in your story. Maybe even gain a new fan. 
Other than that, as others have mentioned, I think Kickstarter is the best plan for now.
