What I meant was if you want a full colour cover with character and background and commercial rights, anything under $100 will be considered severely underpaying the artist. The examples I gave of pricing were the lowest possible price because I know in the webtoon industry artist exploitation is the norm, so I doubt the artists got a fair rate, especially as webtoon artists are rarely considered "professionnal artists" in the same way freelance Illustrator are.
Going rate for traditionnal publishing for simple photomontage covers (no drawing involved) are about 150-200 bucks, drawn covers with character+background go for minimum 300 (because the artist not only has to draw the thing but also actually design a good looking character based on the written description). Some people might be willing to lower their prices for an individual over a publishing house, but for the money you're offering you'll either get an artist who really doesn't appreciate the true value of their work or a young teenager who doesn't know better.
