I believe it would be best if you get drawing experience by practicing, watching tutorials, reading some books, seeing some live art sessions, streamers and such.
So far, most of artist/authors that own or work for a webcomic, they mostly work digitally and they seek assistants for the following roles:
- Line-Artist
- Filler (Covering areas in black)
- Background artist (Could be from someone that draws to a 3d modeler)
- Colorist
- Lettering (The person that puts the text in speech bubbles, narration boxes, off-voices and such)
- Shader (The person in charge of lights/shadows)
Usually, the lead artist is the person in charge of the sketches and lineart, since they are the ones carrying with the art style of the series. And in already established series, a character designer is not that much required, since at that point there'll be someone already assigned for that role or the Lead artist is the one doing that themselves.
If the work were to be in Traditional, then, they'll be hiring someone that could be physically present in the Studio of the artist. Mostly due to the fact that while working together, they work on the same paper, or cut and paste and make some kind of collage that later they copy on the Studio's printer.
So... by what you're offering, working remote wouldn't be wise to do, and neither attempt to get involved with people so casually, since many wouldn't like to bring a stranger to their home/studio or knowing their addresses IRL.
Not to mention that even if you had very competent artwork for rought drafts, character designs or other aspect, you at least would require your images to be on descent quality, that means not digitalized by taking a picture from your cellphone, but properly scanning it and then cleaning it digitally in a computer.
Of course, this is not to bring you down, but as someone that has worked traditionally and digitally. So far you need more drawing experience than webcomic experience, which honestly you can try to do on your own, making your own story or as you search resources to draw, you could also search resources on how to make a comic/manga/webtoon
