If you're broke, try getting a part-time job. There are lots of jobs for teenagers be it babysitting, working as a cashier, at a grocery store, clothing store, cleaning, helping elders, etc.
If you're not the best at drawing then use your greatest tool, the internet. There are million of artists with tutorial, art classes, courses, free tutoring and more on different languages, levels and different teaching methods.
I don't seem to understand what is the great struggle, helping out someone is not easy when you don't specify exactly what are you struggling with.
- Is it to make a script?
- The beginning of your story?
- Creating characters?
- Worldbuilding?
- The plot?
- Panneling?
- Tools?
- Drawing characters?
- Angle, poses, perspective?
- Backgrounds?
- Digital or Traditional?
- Traditional or Webcomic format?
If you don't build up a structure about what you need, or at least a place where to start, then you cannot expect others to help you in any possible way. Not to mention that... moping around, constantly making new threads, trying to get people to pity you for your lack of money/age/experience is not going to get you much help as well..
As well, if you're trully looking for a collaborator but don't want to look like... some... shady, kind of looking to be pitied novice then I would recommend you to read this thread, so you know how to properly pitch a story so you can find a collaborator. This is mostly a guide so you can have a bit of ideas, mostly, because the only things you're providing is that you have no money, you have "a good storyline" that is LGBT and you're already putting on a defensive take when there isn't actually any kind of behavior to be so alert about.
