Finishing 2 pages in nine months is ridiculous so as 59-chapter unpaid project. It's true their behavior is absolutely intolerable. They could at least be honest with you that they can't do the project instead of putting it off, avoiding the topic, changing things without consent, and being blatantly rude.
In all seriousness 59 chapters is really long. In a perspective, why would a person be bothered to work on something really long that is unpaid and does not guarantee any profit in a long term. Unless of course if the artist likes your story then they'll be totally committed to it. Also, you have to expect that they'll put off your work (although 2 pages in nine months is insane) since it is an unpaid project so they have to do jobs that will guarantee to pay the bills.
First off, be honest with the artist, ask them what is the problem and if they're not willing to fulfill the deadlines just end it here and there.
If you can find a new artist that's cool. Like most people said here, create a contract and don't be afraid to check their progress and follow up when the deadline is near and let them go if they can't fulfill the work.
Personally I'd go with option 2. If you managed to wait that long for that two pages then you can invest the time to learn to draw. That way you won't have to deal with this kind of situation and the rules is your own.
Lastly, if you really want to get your story itself out there as fast as possible, then shoot for a novel instead. Well that's just my 2 cents. I'm gonna hide in my hole now.
