I use Medibang and Artflow apps and my co-creator use Ibis paint. All are free. I really like Medibang the most. They have a desktop version too. These 3 apps are what we used to create our webtoon, Adamantine Acts. We just use our phone and android tablets and a desktop. Hope that helps.
