I tend to write stories that are level 2.

However, level 9 sounds like a challenge.

(sorry to reply late) I think magic system itself can not define fantasy, even many Action genre stories have magic elements. (urban fantasy and magical girls are almost Action genre imo)

In general fantasy should have a setting that is out of the ordinary. I can see your story is very much a fantasy as you created your own culture with own magic system.

Haha I was not talking so much about my own work as I was talking about a subgenre, magical realism.

For example, García Marquez work could be defined as fantasy? His stories are grounded in reality with the occasional fantastic event that it's often seen as normal. It doesn't have a magic system, just weird things happen and coexist with the everyday occurrence.

Is fantasy about the world or what writers choose to do with the world itself?

I think mine is not in the list. It's a fantasy world, with just humans and some degree of steampunky tech and a little out of hand alchemy that fuck thinks a little up... so I guess a 0.5 but on another world? More like Full metal alchemist to put an example.

My best guess is maybe 3 or 2 depending on which realm the characters are currently in.

It's harder to generalize in those options.

I think fullmetal alchemist is a 3? It has unique culture, but also don't seems to be in a real world. It don't have other types of humanoid creatures (not counting human-looking Homunculus)

It's almos a 3, because of the lack of myth creatures (it's al "science" based). It's hard to label all the fantastic world out there in just 9 categories xD But i'm still mad to missclick that >.<
