The external parts have that functionality as well but it's secondary, only to provide some miminum power in case of emergency (main source of power is internal). The main purpose of the outer parts is to produce the artificial atmosphere the ships in this comic need to go across dimensions (it's a multiverse comic, so all the planets are versions of the same Earth).
