Honestly, I am not particularly knowledgeable about Instagram algorithm, but if you want a clean slate - go for it. I was always afraid of that, but I also saw many artists losing their old account to make a new one and getting better numbers.
I recently returned to Insta after 3 years of "barely updating", and while in the beginning I had very little engagement, after some time of consistent posting 3 times a week, some of the posts started getting noticed by non-followers. The numbers are not huge by any means, but getting a few hundred followers after many months of "2 people subscribed, 4 people unsubscribed" is great with me.
Right now Instagram is heavy on the videos, but I am not really doing it (I tried a couple, they didn't gain any views, so if you gonna do it, you should prepare to post more of them). Instagram is recommending to add music to your posts, which I do. Don't know if it helped with getting some views, but it doesn't hurt to do it anyway.
Apparently posting every day may not be good for engagement (at least I saw some posts about that), so I stick to 3 times a week, because I don't have enough content to post every day for a few months anyway xD
