The site is very new and still building up a user base (hence why premium has not really started yet). They do have a tipping system very similar to Tapas (quills instead of ink, and there's not really a way to earn them like on Tapas, they can only be purchased). They do offer a premium program similar to the Tapas structure, but as I said it's not active yet- though you do have the option to apply to be part of it when you post your novel on the website.
If you don't have a solid reader base already, publishing to sites like Tapas and Wattpad and offering premium content through Patreon is the most common way to get started with webnovels.
The oversea based sites are all hella shady, 11/10 do not recommend. Inkitt (I believe they have an app now) will take advantage of you (they did me, lesson learned).
Amazon is another option (they have Vella as well).
Keep in mind you're going to need to advertise your butt off for any platform if you want to make money. It takes a lot of effort to build a name for yourself ^-^
