...What's it a design for?
It seems to be a phone from about ten years ago in a photorealistic style, but then with arms like a 1930s cartoon character... pointy feet like something from 50s-60s cartoon, enormous eyes in a more mordern-ish sort of style with very dilated pupils, and then a bow on the head in a way usually used in old cartoons (or by insecure parents of babies who don't have much hair yet) to highlight "this is a little girl". Then there's a purple line across the middle. Is that her mouth? It looks kind of like it could be a fold line or something...?
The line art on the bow is maybe a little too light and close to the main colour, which is one of the few things I can say about the execution of the design.
My main feelings are "I don't know what this design is trying to get across", because the style is inconsistent, and it seems to be using a lot of very old-fashioned cartoon design elements juxtaposed against a photorealistic old mobile phone, like it's trying to make some sort of a statement about the perception of femininity in cartoons in relation to consumerism or media... but I'm not sure what that statement is.
Perhaps context would help.
