I personally have a distaste for this, regardless of what's popular, tho a lot of people DO like that genre, so I don't write it, unless it's a red flag between the characters I want to be addressed and dealt with.
That being said, I don't intentionally try to give as much agency as possible to the least powerful character, I just write the characters. Their level of agency is based on their personalities and also their connection with the person they're interested in.
Alicia shows a considerable amount of agency during the portion of the story that's going on now, because she feels 100% safe around Kattar, and also understands him enough to know what's acceptable and what she should avoid doing. In that same vein, Kattar will show agency for what he wants, based on his knowledge of Alicia, but these decisions are made with her in mind, so if he knows something would legitimately hurt or upset her, he won't do it. These decisions are easier for them to make because they've been friends for 15 years, and understand each other well.
On the other hand, Kimberly and Jinwoo just met. And despite immediate attraction on both parties, Jinwoo shows 0 agency, but that's just part of his character. He isn't shy per say, depressed and apathetic, or even trying to be respectful. It's just not in his nature to break from routine. He sees her and immediately likes her, but it would take a catalyst to make him stop his usual schedule and try to interact with her.
On her part, she's super talkative, amiable and flexible. So trying to talk to him is no biggie for her. Neither is trying a little harder if he seems unresponsive, though she never pushes into dangerous/problematic territory.
