Altho I agree with most of your points let’s have some fun debating.
I remember this movie and Altho I disliked most of the flaws I thought it was MUCH more put together then the live action movie. (And yet thats the highest DC money making film Above the Batman movies some how? I guess people really like shirtless fish men)
Anyways-
To be fair who are the justice league to Atlantis and Ocean Master? It’s not like the justice league has ever got into the ocean to save them before- as far as we are concerned as audience members Atlantis isn’t even aware that the justice league exists- or if they do exist they have no idea if they’re remotely powerful in comparison to their weird underwater machine magic.
Again if memory serves this wasn’t exactly something the villains where aware of. I think Ocean master knew Mira hated him even tho he wanted to fuck her but if she turned on him then its perfectly reasonable to believe that she’d die with Arthur when they attacked him, at lea at the first time, then once things started getting dicey they prob should have left him the fuck alone so he’d stop being obligated to assist- or just not attacked him at all so he’d never have any real reason to go on the “hero’s journey,” thing. Your less likely to heed the call if the status quo never changes!

I always hate this. I felt the same issues when I watched Spider-Man far from home where spoilers I guess fishbowl decided that a train will tots kill Spider-Man and I don’t have to double tap like look- if this was still early MCU movies I’d allow this but Everyone knows Spider-Man has Tony’s tech- everyone has seen Tony survive Multiple explosions to the god damn face- and someone who has been OBSESSED with tony should KNOW that a baby bitch train isn’t gonna kill ANYONE in Tony starks armor- especially since We’ve established that fishbowl is kind of OCD and really smart- if that was true? He would have double tapped. It’s Been 11 movies of this- all neurotic villains should start double tapping.
Same thing here. You can argue that Ocean Master still really wanted to sex up Mira and that’s why he didn’t kill her- but.... dude is supposed to be semi tactical and lady has already made SEVERAL attempts at his life and fucking up his plans- theirs a point where men stop thinking with their dicks.
But yeah. I guess the point of all of this I’m trying to make is that- you villain should have flaws in There plans, they should just be.... you know, good flaws and flaws that make sense to the character. If their where no flaws to the plan then how the hell is the hero supposed to win?? It’s your job as the writer to make a plan and then dissect in a way that makes sence for the villain to not see the flaws- but for the hero to be able to find them.
In the beginning most of the flaws made sense- Atlantis is very separated from the world above and Mira- Tho a good fighter- is only one person. Underestimating them is perfectly fine especially when your villain is high on his own farts.
It’s nearing the end where things start to get a bit rocky because villains are people. They should be learning from their Mistakes- at this point he might not have MADE a plan B because he’s high off his own farts- but he should be considering it and maybe making a plan B as he goes- at the very least.
Letting people live and monologuing to the point you loose are just really easy troopes people like to use to write themselves out of situations. But you don’t have to make your villian stupid in order for your hero to succeed.
But you know- you also NEED your villian to lose if that’s the kind of story your writing. It’s very hard to do because some people will always see the flaws of the villains right away and say “well that’s stupid.” And you just can’t make them happy sometimes. But most people are forgiving of it so long as it fits the character- as long as there is a reason why the character would make the choices they do and the flaws they create- if it matches their personality to do so.
