There are different levels of compression for JPGs. In Photoshop, I can choose a value between 1 and 100, with 100 being 100% quality. I find 70 to be the best balance between file size and image quality, though I can usually get away with 60. The blurriness and artifacts start to become more noticeable at 50 and lower.
