I'll say this much.
Don't hold your breath on platform behaviour, they're gonna do what they are gonna do, and it's just a waste of resources trying to figure them out their "secret agenda". (They have one obvious one: serve the LINE ecosystem, done.)
If you get noticed, then the onus is on you to capitalize on that attention and ride the wave orienting yourself for post-attention success.
If you haven't gotten noticed, get organized and crosspromote with your fellow comics artists.
I 100% convinced the reason why the some of the latest recommended webtoons was picked was that we got noticed because of our crosspromotion efforts in this thread:

Good Stories and Characters – Character development and properly timed narrative beats are the backbone of your storytelling. So take the time to layout your story arc and leave us with some cliffhangers. Make sure your character’s journey of discovery happens not only in their world but also through their internal development. Characters who captivate are built on aspirational relatability.
Listen to your audience – You know who knows about Webtoons? Your readers. Cycle their feedback into your creative process to find themes and character development that can help grow your audience.
Regularity and Frequency to your Publishing – Same day, same time. Once a week is good. Twice a week, even better.
Reasons for us to promote you – Stunning art at key moments of your story help us identify great promotional assets to bring new people into a great story.
5. Promote yourself – the best thing you can do is to build your audience from the ground up. There are no shortcuts. Don’t be afraid to engage your audience.
I'll demystify that for you all:
- Does the reader discover at least one new thing per episode?
- Are you having cliffhangers at the end of episodes?
- Does the main character have in world character development?
- Does the main character have internal character development?
- Are you active in your own comments section?
- Are you publishing with regularity?
- Do you have a showstopping panel every now and again that's easily translatable to promotional materials?
- Are you making the extra effort to promote yourself?
If even one of it is "No." Then get on it making it a YES., cause even if Webtoons NEVER discovers your comic, those 8 aspects will get your webcomic moving forward instead of being a half-remembered side project with no momentum. I can't guarentee if you follow those guidelines you will be successful, but I can confidently say it doesnt HELP if you don't.
TLDR; If you hadn't been noticed, give them a reason to (8 even), for now, try crosspromoting with your fellow creators (and dont half-ass this, put your back into it.)
