If it says suggested width of ###, then I'd say make an image up to the maximum amount of width (no higher or it will be rejected), and use a length that works for the image. Tapastic's limits focus on width, not height, because it's a mobile-based platform and scrolling is cool for them. Same goes for when you're uploading episodes - it can be as long as the file size limit will allow, as long as it's no wider than 940 px.
