What makes something charming and whimsical?

I'd like to make my comic have a lot of action but also be what is listed in the title.

The charm usually lies in the characters and the overall sense of style or humor that the comic has.
People often find a comic charming and whimsical because the dialogue is written well. And is delivered by memorable characters.

So that's where I would start - flesh out your characters to the BONES!

My story is exactly like this. You see, you need to know when to implement the scenes. When should they be having an all-out DBZ fight and when he asks her out on a date (Just as an example). The charming moments should be slow and spread out. The fast ones should be energised and quick.

I think the most effectively used form of creating whimsy is a comedic concept called "defamiliarisation".
The way it works is, you skew the barriers between what is considered normal and what is not.
This technique is used in media such as Rick and Morty, Neo Yokio, Willy Wonka...
Basically the universe expects the viewer / characters to find things absurd that are otherwise normal, and to find normal things really bizarre.
For example, in Neo Yokio a tourist expresses her excitement at the fact the Ralph Lauren store makes pastries, and says "Did you know Ralph makes pastries?"
The protagonist responds by taking offense, saying "Of COURSE I do."
Because it's weird to get angry at the idea you might not be familiar with the local designer shops, you get the idea that he's so rich he just expects people to go there all the time. It's a whimsical idea, because it's absurd and alien but so normal to the character.
Another example is the "inter-dimensional cable" skits in Rick and Morty, where things that are normal in other dimensions are exposed to ordinary people from our dimension and it creates surreal and whimsical humour.

Basically, be absurd but in a casual way.

There are other ways of doing it but this is my favourite way and is also many people's favourite I think.

What makes something charming and whimsical?

First you have to remember that action is the vehicle that moves the story along; it's the characters that make the ride enjoyable/interesting for your readers.

I think the biggest thing that makes a story charming is strong characterization. Definitely like others have said, get to know your characters! Like really get to know them, not just their name. Consider their personalities and how they respond to certain situations.

I'm personally a big fan of defamiliarisation (glad there's a word for it, @wumblebumarts) and I plan on using it in my webcomic. Adding a quirk or unusual detail and passing it off as "the norm" is a great way to keep the readers entertained, and to make your job as the creator pretty fun too!!

Examples:
ANIMAL CROSSING (You're the only human in a world of talking animals.)
SPACE JAM (Cartoons are real and live in an alternate dimension... it makes perfect sense, right?)
FOSTER HOME FOR IMAGINARY FRIENDS (Name says it all.)

So tl;dr, understand your characters, and give your story a quirky edge. When paired with a strong plot, you'll get a really great story.
