I can only tell you what I think based in experience, and quite frankly, I believe it depends on one's standards and perception of good.
Short history about me and my comic (Atlas' Odyssey) I spent 3 years working on it, yet I'm still stuck in the first chapter because I redid it roughly four or five times because I thought it was bad. Not the story, not the art, and not the characters, but it was how I told the story of my characters with the art.
I forced myself with a simpler style, with a conventional approach of storytelling, and used the webcomic format. I did some minor retweeks to try and fix the issue, but overall the older versions weren't up to my standards, and I realized, I didn't enjoy making it the way it was and I knew i myself wouldn't read it how it was,
Time after time doing some comic commissions and took some time to focus on the technical aspects of art, I started to redo AO for the last time. Although at this point of time I'm only on page 10, I am satisfied and see myself being satisfied with it in the long run.
In short, people's perception of good changes overtime. It depends on what one prioritizes and if the comic is able to achieve that successfully. Hope this helps!
