Hi guys. I'll get to the point. I'm not from the west, but looking for a way to make some cash for myself, and for cover artists. Where is the best place to get those?

Offer your services on platforms where self-promotion is allowed. At the same time, make content, if you do something and it's good, and if someone sees you're also taking gigs then maybe they'll hire you.
I see people making threads and linkin to portfolios or sample works on Facebook, Twitter, Reddit, Discord Servers, Tumblr, writing forums, DeviantArt's Job Offers & Job Services, some other have their prices organized on Carrd or Ko-Fi.

A lot don't even care about ghostwriting services only, I've seen writers offering themselves to write fanfiction most of the time as well

Look for videogame companies (especially mobile companies) who do horror/ghost stories. See if they have a vacant spot. You need to show your previous works to see if they will give you the job. Fair warning: you need above native english level grammar and vocabulary.

If you're really serious about professional GW and Freelance work, try googling for upwork, guru, fiverr, freelancer.
Keep in mind the competition is FIERCE and you have to bring your A game to land the best high paying gigs.
