I'd personally say learn perspective first because it encompasses and applies to everything in the artwork. ie Chris Cayco does multiple perspectives in a lot of his art so it can sometimes look "like a fisheye" kind of photo, and he's said it's from learning how to do 2 and 3 pt perspectives.

Color comes with learning to do White to Black for levels and values and is very different. Along with color theory, ect, what mood you want to portray, ect, do you want to trick your audience as to where the foreground is, ect trick the eye how to move about in the image. But that usually applies to single pieces of art (ie a cover) than a page for a comic.
