From France, I don't perceive Germans as complainers, now I suppose it depends on the perspective (and the circumstances).
About that, an anecdote. People say Canadians are polite. I really don't think it's the right word, but that's another story. In any case, yep, often, they appear very polite, and it makes every day life around strangers easier. But there is one circumstance in which living in Canada is really an issue: when I cough. And I'm not speaking about only right now. I have lung problems since 10 years and since 10 years I get very bad looks and the occasionnal yelling at me (one guy even tried to fight with my spouse once!).
However, I got a very typical Canadian reaction from several Germans while travelling in Germany: giving me a lozenge (i.e. benefits for both people if I was contagious, which is not the case but they can't know). I like these little cultural differences, they make me think a lot. I wonder how they develop etc.
