I think it’s because he’s technically a Mary Sue. I mean if you look at his character arc, short and insignificant as it is, you can see that he doesn’t even struggle with any conflicts and is perfect at what he does. The movie never showed him training to hold fish on his back but in the movie, magically, he’s a natural at it. ALSO, because of his carelessness, Nemo got lost in the first place. If this cruel being never existed, Nemo would have been safe in the comforts of his home. When you think about it, Mr. Ray is the REAL villain of the story...
