It seems very common for people to reboot old series .... What are the reasons ?

Can the works re-upload without deleting the old series?

And is reboot means redraw everything?

I think it´s a clever thing to do, they got better and redraw their old series

Mostly reboot means just starting things from scratch, i.e. redrawing or rewriting what they already have. After a few years of drawing comics (or writing books), people find out they actually became better in what they do, and there are so many things they could do better. Some only change art for the sake of the better looking comic, some change the plot too.
The big problem of rebooting is that you are spending time you could spend on continuing your comic. But then after some time the comic doesn't hold out to your standards anymore, or you thought it through much better now than you did in the beginning and you already made too many mistakes, or you just want to change your characters, so that's where most people are rebooting the thing.

I rebooted my old series because I hadn't updated it in something like 10 years, I felt like I'd painted myself into a corner due to back in the day never really having planned out my stories (because I hadn't spent time learning things like story structure) and in the meantime I'd realised I was gay, so all the coy jokes and homoerotic tension felt silly after actually coming to terms with my sexuality and realising I'd actually just like to make characters gay and be relaxed and open about it. In spite of all that, I still loved the characters in personality and design, and I knew I had a few followers with fond memories of the comic, so rather than coming up with something from scratch, I heavily reworked it. Different plot, some changes to the setting, but it keeps some of the lore, the basic premise of "group of dysfunctional magic knights fighting an unjust political system" and things like the sword draw attacks with runes and the protagonist's key skill being super-strength.

Obviously after ten years spent as a professional illustrator in between, the art is waaay more polished in the new version.

In my case it's because my art started out in an entirely different style from what it is now. (Pixel-art. It was Pixel-Art)
Though I'm not rushing the redraw/reboot at all. I'm taking my time with it, while also doing current pages. This way they will be consistent in quality with each other. I'm also adding new content, and doing some small retconning as well. (Nothing major, just some new explanations about how powers work.)

I did recently, mostly because after re-reading my first chapters, I find it hard to follow through because of the lots of texts I put, plus some character designs were inconsistent, even through the same single chapter. You can reupload your episodes without deleting them as I did, but because now I'm uploading smaller parts in little time, and I'm still working on remastering chapters other than the first, Only the 8 parts of my first chapter are out (instead of the 8 episodes I had)

Though I'd say it's more of a "remaster", as the story remains the same, perhaps with some minor plot details changed/mentioned differently. I see reboot as changing the story considerably.

I think "reboot" can have a lot of definitions. A lot of good, old shows and movies are being rebooted nowadays. Some bring back as many of the original characters as possible and have new adventures (Fuller House, Bill and Ted, Picard). Others are basically the same but redrawn (Animanicas, Scooby-Doo). There are also some that just keep the original names and completely change it to a new story (Charmed, MacGyver, Librarians). If the old idea still has life in it, a reboot might be what it needs.

I haven't rebooted my comic, but i'm upgrading the art of older pages that were drawn by hand. I'm doing a transition to digital for a cleaner presentation and better panneling.

The story content is the same, so there is no need to delete what i have, only to edit.
