I was once like you before... Looking for free artists and all. Not like I'm judging you, but I just want to share my experience, lol.
Here is a mini episode I just drew for my partner
It took me SIX hours. Actually because I used references and built-in materials. It would've taken longer than that.
Ps: I don't have an iPad or a fancy stylus pen. I'm just a broke student who works on my phone with my hands alongside lots of schoolwork and a demanding career path.
The only reason I teamed up with them is because I loved the story at first sight and it's just one episode max. That is the only reason why a random artist might actually agree to work with you. High chance is that they may not be as "experienced" as you'd expect.
I'm just saying that you should try to draw this "one-shot" you're asking for and you'll understand why people are casually scrolling past your post.
Another point is that dark comics with mixed plots are the hardest to draw. You might not see it from a writer's POV, but ~60% of digital artists out there would agree with me on this.
If you really can't do this alone, then I suggest you split the workflow in a VERY fair way so that your future artist will not be heavy-lifting alone.
Writing is not easy—I agree.
But comparing it to: scripting + storyboarding + panelling + 3D placements + line-art + base colour + rendering + lettering 
is like weighing a balloon alongside a rock on a scale.
Notice how studios split this workflow and still pay each contributor heavily. It's not easy, dear.
I'm just saying what most people don't have time to say... Not like I have time lmao.
