Difficult to say for my characters because all of them quite think they're right, even though they might not be as much; it's overall everyone's motivation that pushes them forward in one way or another - some will ally themselves with others to achieve their goals, some will betray and the rest just wants to live their lives like normal people. There's many grey zones and the teams are basically in the middle of the whole conflict, especially the Sky Divers.
I can't say much about Josi at this point, since 2 chapters are not enough to show what she's really capable of, but what I can safely say is that - because in the whole universe of my story, there's always room to break enough limits to become powerful enough to even be able to beat Goku, you just gotta be a little creative with your capabilities.
I could explain her whole character arc/saga in detail here, but that would go on forever, so Imma try to make it short and say that she just wants to live her life like a normal person, but also keeps her powers in check, so no one can abuse it to dominate the world.

That is also the original purpose of the teams, to keep everything in check so no one can abuse limitless power for something like world domination.
The counterpart organization, which will play a huge role later, held up their original purpose to gather power to use it for a common goal, but logically, that will get abused and it actually plays into the villains' hands for a bit, until the teams show up and stir up drama lmao
The main conflict is "Chaos" (the teams) vs "Control" (the organization).
What the villain will do
The actual villain - who appears in the third of four sagas of the whole canon, but has been pulling the strings over the course of the whole story - has a little bit of a god-comlex and thinks that his actions are justified for the betterment of humanity as a whole, wanting to create a hive-mind of all living beings' conscious - kinda like the Matrix - for his energy source to feed on, so that he can do as he pleases and his goal is resetting the universe and make a perfect utopia, like he imagines, out of it and because he doesn't see much value in allies or friends, there's little room for redemption.

As seen with the villain's goal, with the wrong influences or experiences, even Josi could go down a similar path, especially with the power she has within - which I refuse to spoil, but it is quite overpowered and can create a lot of inner turmoil because of how powerful it is.
In the end, it all depends on influence and experiences, which mold one's character, which is why anything could go!
