I think there is a theme here... it's mostly the DC Universe that explores heroes without superpowers.

He has no super powers - he teaches himself how to control his muscles via the Hercules Method. He is not born with or granted any powers... he learns it.

What about characters like Zatara or Dr.Strange? would you considered them non powered since they learned their ability?

That's a good point. Not too sure about that one. Would seem unfair to call them non powered.
