Does it matter how many characters we add to the pitch?

Are we allow to pitch a series that's already on here for everyone to read for free?

Is the minimum amount of subs needed in pitching a premium series still at 300, or has that changed?
I've started my story back in August and only gotten up to 6 subs so far. It may not be a lot of episodes on here, but please enjoy my novel of Fantasy, Action, Drama.
