I think it's because Harry Potter and Percy Jackson are for more towards kids, (and eventually go more mature as they go on) while romance hits the biggest category that has money: adults. So it's a mix based on age demos.

For most comics, you need at least an establishing shot so that the readers can fill in the blanks later on. You don't need to have the background present in every single panel, just enough to establish setting.
