Guys, there's no need to be fighting. OP said that they wish Tapas had an alternative site geared towards adults. That's not them saying they wanted Tapas itself to change, that they don't understand why it's not allowed, or that they won't respect the rules; the fact they're posting here looking for alternatives proves that.
And to the actual topic at hand:
Though I'm not a NSFW creator, I know your frustrations. I wanted to have my own website that was similar to Tapas with its format, too, but there were no templates. I did end up having to hire a web developer.
A word of caution, though: Even for small businesses, a website is going to cost you at least 3-6k. I lucked out and found someone great locally for 2k.
I will say that Tapas seems to be heavily modified WordPress. They use a lazy loaded blog system for updates and it has both a side bar and the top navigation bar, which is uncommon and (from what I understand) these elements are hard to mesh together properly. So even hiring someone, it's going to be hard for most common developers to do it. You'll either have to pay more or be okay with less bells and whistles.
