If you have never used a drawing software, it's gonna be a bit of a learning curve. There are many free drawing softwares such as Fire Alpaca or GIMP. They're very useful tools outside of comic, so it's worth the investment. The earlier you start, the better. You'd need a tablet as well. I'd recommend Huion or Gaomon brand since they're well priced.
Once you're familiar and invested, Clip Studio Paint. It's designed for comic making. It's currently a one time payment, but it's going to be subscription model soon >
so now would be a good time to buy it, or just bootleg it in the future.
Alternatively you can look into those programs that allow you to make comic books using pre-made 3D models if you want to circumvent learning how to draw,
