Clean it up
I think the problem is that Google Ads (and other ads) want clean content and DO NOT want to be linked to porn or semi-porn or lascivious/violent/indulgent stuff. I doubt it is a problem with the people running Webtoons, but if they want the cash--clean it up.
So Webtoons might have to bend to the all-mighty power of...THE DOLLAR. And everyone else will, too, if they want revenue in this system.

I understand people's sadness, however, that might be the route for FEATURED folks and the plebs in the revenue program have to work differently until featured. IF they want revenue.
Frankly, I think the whole paradigm fostered by gatekeepers is crap. The scrolling comics are mostly crap. And there is ONE GIANT REASON for this, in my unhumble opinion--->
RAMBLING
Most comics degrade quickly (or start out) in a BABBLE-mode of endless headshots or extreme closeups of eyes and mouths and hands to avoid drawing. It is soooooo easy to draw 20 panels of eyes and hands instead of doing 3 huge perspective detail shots and then 3 group shots with ground and feet and then 3 panels of medium shots and 10 panels of extreme closeups. So the comics quickly become "GIMME MONEY YOU MUFFUCKSUNSABISH!" as artists blast out endless confusion for 20 panels, 2x a month, and laugh their way to the bank. The stories on most comics on Webtoons just go nowhere...
Kids stand in corridor mumbling and stuttering.
Kids discuss who they like.
Kids stand around for another 30 episodes discussing how they are afraid to confess.
And on and on. Or you can substitute "kids" with "armed warriors" and "corridor" with "dark woods" or "dark dungeon".
If people work on their writing, shorten content, post every other day, and make a story point with every "page", they will probably have better content that will ultimately help Webtoons. Because it's getting boring with all the corridor discussions, or dark forest discussions, or dungeon discussions.
