It really isn't, especially not considering the policy change. Unless their ad rev is better than the one on Tapas, they will lose a lot of their attractiveness as a platform to creators. Mature creators in particular which, like it or not (certain big company owners and politicians don't like this fact so they do everything they can to stack the cards against us) there is huge demand for the content we provide.
Right now most of my Webtoon readers are heading over to Tapas, not just for my comic but for other comics they are reading as well. At this rate Webtoon will basically just become a fishing pond for creators and readers alike, and Tapas might just become the immediately following location because it just has a lot more to give. To readers, it will give them the whole or at least most of the comic, and to the creators it will give us the ad rev and tips we need to keep the lights on.
In the case of myself, moving the readers over to Tapas is doubly beneficial since I also have a premium comic. Tapas recently posted info/guidelines on how many readers you need to send them an email about wanting to do a premium comic, so they're basically inviting the community to give it a try as well. With Webtoon, becoming featured is all about walking around waiting for them to notice your existence.
I don't want to play favorites because platforms are often a fluctuating thing (one single look at Patreon's recent fuckups will confirm that whether a platform/tool is good or not can change back and forth rather quickly) and these facts could change anyday, but as it looks right now Webtoons is definitely losing their competitive edge.
That being said...
THIS IS THE IMPORTANT SILVER LINING.
Seriously, if you are an independent creator, why would you NOT post on a site that helps you both gain readers, attention to your patreon, and some pocket change in ad rev?? I can understand ditching Webtoon if you don't care about readership and care more about your principles (for example if you are very anti-censorship and refuse to post on any site that forces you to censor or remove parts of your comic), or if you are/have a big enough business that the benefit of Webtoons is too small to outweigh the headache of maintaining it AND keeping an eye on the new policy. But if you're neither of those, I would definitely suggest that you keep posting there!
