I think the art is amazing, I'm just kind of confused by the story. This is one time where a little exposition would be helpful. 
I think I understand most of Smith's flashbacks -- back when dinosaurs ruled over humans in this world and used them as pets/slaves. And obviously he was separated from his mother. But I'm wondering more about the present -- Empathy said the world was theirs now, so does that mean humans are in power again, or struggling for it? It seemed like the bar was full of humans and no animal people, so maybe the Piggy gang was part of an animal person minority?
I feel like I'd be more curious than just confused if there was some info about Empathy and her gang -- I don't know if she's part of some vigilante group fighting for human justice, I only know she has a specific gift and there's two other guys she fights with. I know nothing about her connection to the Doc -- do they know each other? Was she hired to help him? Does she just randomly help people, or was she specifically targeting the Piggy gang?? These are things I'd like to know within the first 22 pages; otherwise I tend to lose interest if I'm just thrown into a different world with no info.
That being said, I know you said it was a pilot and I think it has a lot of potential. I want to see where it goes if you decide to continue it. 
I don't know why publishers wouldn't take it, but maybe you'll find one eventually! I hear it's just hard to get work published if you don't already have a fanbase or some kind of reputation.
