No concrete ideas for an actual title, but there are a lot of elements you could play with there. Such as:
Moving to Oregon has a lot of history behind it. The Oregon trail, pioneers, starting fresh in a new place, etc.
Oregon itself has a lot of themes it's known for: Rain, mountains, fir trees, beavers, grey skies, moss, ducks, weirdness (Hello, Gravity Falls, Portland, and the Oregon Vortex!), the Pacific ocean, etc. I'd say 'beer', too, but your MC is 13, so that's not super relevant.
You also have the aspects of discovering he's a faerie, as well as being adopted by a witch, so there's lots of reason the title could have something to do with magic, spells, etc.
And I don't know if your MC figuring out he's trans is going to factor into the story, or if it starts out that way, but between that and discovering he's a faerie, there's always the angle of self-discovery/figuring out who you really are. Honestly, mix that with the whole 'Oregon trail/traveling to this new place to start fresh', there's fertile ground for some good titles there.
