Here's the help article I read (there are ones for specific offers you can look at too). They went more into detail on what to do in the Board Kings one:
If you're on mobile, go to Settings on the app and scroll down. Near the bottom there should be a 'Give us Feedback'. You can send them an email through there (remember to include a screenshot showing that you completed the special offer requirements).

Honestly, I feel you. What makes it worse here is that after emailing them and waiting for a week, there's still nothing to show for it. I know it's supposedly the game company that's failing to respond, not Tapas, but I really hope Tapas will compensate us on their end since it seems the deals are falling through.
I'll try to ask for something to be done, but I think it will happen faster if there are more people emailing them about it.
