I've been on webtoons for a couple of months, but I'll share my what my experience has been so far. I'm actually kind of fond of the platform so far. First off, webtoons has a default system of showing comics by date added, which helps new people get as much of a chance as veterans (although this setting can be individually changed to sort by ranking or popularity). Webtoons also seems to have a bigger community than other sites, so more people can see your work. I've seen a lot of people complain about the rating system and it being a toxic community, but so far from my experience (at least for now..) hasn't been that negative. All things considered, I generally find the rating system to be a pretty accurate representation of how good the comic is. You can definitely see a difference between those comics rated as a nine versus an eight or seven in the quality. My complaints with the rating system are that sometimes comics are judged based on the art, not the story (seriously, those comics with artists that are just beginners tend to get rather low ratings). The rating system also tends to be abused when it comes to competitions (for the recent superhero contest on a 1-10 scale, most of the highest ratings on those comics were 4s or 5s). I've also had situations where there are people that severely down vote your comic as a one or a two, but those tend to be isolated incidents, and with the more ratings you get, the less impact those kinds of votes are going to have on your comic.
As for webtoons being a toxic community, I haven't really experienced that in my time there. There are definitely people who will be completely honest with what they think about your comic and it may sound harsh, but I haven't seen too many people just completely bash on a comic, and if they do their comments tend to get down voted, at least from what i've seen.
My biggest complaints with webtoons are the lack of format choices and the fact that it's hard to interact with your audience. 95% of webtoons are published in a scroll specific format. There is very little variety in most of the published webtoons unlike on tapastic which is kind of disappointing for me. Readers also tend to have expectations of larger updates, something which I can't do with the time I have available. It's also hard to interact with readers since they don't get notifications to when you reply to their comments, and they don't have profile pages so it's hard to talk to anyone. I wouldn't be surprised if this improved eventually though as recently, webtoons has made some additions to their format like adding a view and subscriber counter.
I've had a pretty good experience on webtoons and I find being noticed a little faster and easier on there. I would recommend making a mirror of your comic there!
