For anime or cartoon drawing you'll want to look up usage rights for specific artworks. If you're interested in using work from a specific artist it's common courtesy to ask permission for use and then depending on their answer negotiate any compensation (to the artist mainly) if need be. Rule of thumb tho that if an artist says no do not persistently pester them or use an image anyway, simply respect their choice and move on, again common courtesy plus it keeps you in their good graces (don't wanna anger folks or become known for being untrustworthy or a theif)

just be certain to check what the CC license is and what any rules for usage are

Also quickly pointing out that my reason for reiterating so frequently the need to respect and double check usage rights is because Tapas can and will remove your series for violating these things

Also want to mention that if you're willing to pay or luck out on finding someone actually willing to do the work for free (unlikely however) you might be able to commission someone to draw a cover or artwork for your series. Note that pricing can and will vary depending on style, size, detail and time but if it's an investment your willing to make (and hopefully be patient about) you can get something nice out of it; just be kind to artists you're working with or consider working with and be sure to review any given terms

This user actually don't care about copyright and was very rude in their first post when we pointed out what they were doing . They still seems to don't care or don't understand why they can't use wtv anime image they want.

The websites I use are Pixabay, Pexels and Unsplash.
I'd say Adobe Stock is a better alternative but it's paid.

There are places where you can find art that is "copyright free", "public domain" or "creative commons" that can be used. Creative commons stuff just can't be used for commercial purposes. But whether any of that is what you are looking for is another matter.
When you see stuff you'd like to use, contact the artist, tell them what you want to do and ask permission. You might get it if you will include credits & the artists signature on the art.
