You're simply not going to find someone. At least not at the quality level you're expecting, seeing as how you're looking for a long-term commitment.
You have to realize that to do a good comic page, I, as an artist, have to:
1) Thumbnail it a few times to get a good perspective
30secs-10 mins avg
2) Sketch out the thumbnail, molding a page until it's roughed out to your liking
30mins-3 hours avg
3) Pencil it out
Half-Day-All Day
4) Scan it, digitize it, extract blue lines, etc
Quarter of a Day
5) Ink, Outline
All Day-Two Days
6) Render/Detail
Half Day-All Day
7) Color
Half Day-All Day-Two Days
8) Shading, lighting, Making the picture 'pop'
Half Day-All Day
9) Word Ballons/Text
Quarter Day
And I'm skewing on the low side. Personally it takes me an entire week just to pencil and ink a page. I don't have time for coloring, which I really should be incorporating into my comic if I want to retain viewership.
So you're asking ALOT when you say you're looking for a long-term, no-quit commitment with no pay. Because if you're lucky enough to find a kind soul who will help in your endeavor, they will literally be working their ass off for you.
