Not much of a writer personally haha, but I wanted to chime in with a different perspective I've heard from my writer friends that resonates a bit with my own creative pursuits elsewhere. To my knowledge, coming up with a good story (any kind, not just fantasy) is much more about practice and consistency - both in the actual "doing" of the craft, and in the "seeking" to learn more about it! In that sense, I like to think probably anyone can do it.
Some people who are more initially talented or passionate about it will probably find it easier at first, but I think in the long run, it's just about loving to do the thing over time like anything else : P
