You did not give your rights to Tapas. I believe you only do that if you have a contract with them as a "premium" offering. You can publish it anywhere you like - just eb sure to check the terms of any other site you publish it, so that you don't inadvertently give up your rights.
As for no likes/reviews/comments, you need to give yourself time. Rome was not built in a day. There are tens of thousands of stories on Tapas and hundreds of thousands of readers. Promote your story, engage your readers, and hope that you climb the ladder until you become visible.
