I guess my question is how are you shrinking your pages down? If you're manually doing it, it can get a bit hairy sometimes because yes -- that can make the images warped and weird.
In order to fit Tapas's scaling, have you tried Croppy?

A lot of creators use this to make sure their bigger sized pages fit Tapas (and Webtoons') requirements. It'll slice and resize your images so that you don't have to worry too much about manually doing that. Just export your files into png/jpeg, and you're good to go. Croppy takes both.
Overall, @CytricAcid had it right -- DPI isn't a size. It's the quality you get for every pixel within your digital work. It's why some images on the internet are blurry when downsided but others are not: they vary in DPI quality.
