The EX version has more capabilities on its animation features, you have access to a LOT more brushes and materials, you can convert 3D images into 2D line art,& you can batch your comic pages into "story" mode and flip through them like a book(moreso for creators who plan on printing their comics into a book). It also can export to Kindle(for those who sell their comics on Amazon/Kindle) and other e-pub formats.

Just wanted to say I have a manga/comic contest with Clip Studio Paint Ex as prize.

I'm a clip studio paint ex user and can definitely say that this software is well worth it in production. You can get a lot done from comics to paintings and 3D image editing. You can model 3D objects in blender, then texture them and save the obj and textures in a .zip file then simply drag and drop onto the canvas and clip studio will load your 3D model.
